has been a long standing goal of the Board of Selectmen, and BRTF members
were provided with many of the documents which have been developed in rec=
ent
years containing this goal, including the Sudbury Master Plan, Sustainable
Sudbury. The Town has been
systematically examining and eliminating various options to develop this
sewer capacity as well as seeking grants to assist with the cost of such
analysis. Most recently the Town conducted soil testing on several town o=
wned

parcels for further soil investigation, which will be coordinated through=

Technical Advisory Committee. We expect to indentify at least 3 potential
parcels and complete testing of parcels in 2009, or spring 2010.

Planning and Community Development Director: Over the past 8 months, the =
Town
has applied to 2 different funding sources for grants in collaboration wi=
th
the Charles River Watershed Association, but have not been successful.&nb=
sp;
The current grant proposal to DEP is due on Friday, May 15, and awards are
expected by July 15. Funding for the proposal is from the American Recove=
ry
and Reinvestment Act of 2009 (stimulus money). We are optimistic on
this grant, as the proposal demonstrates significant prior efforts by the
Town on the issue, broad political support, replication of the methods in
other communities, as well as financial support. If funded, the CRWA
will assess the town using proprietary modeling software which will ident=
ify
areas suitable for wastewater treatment. We will then bring forth t=
his
information to the public, again relying on the technical and presentation
skills of the CRWA, to educate residents on the benefits of sewering the
commercial area, as well as gain support and momentum on the project.&nbs=
p;
Targeted properties will undergo hydrogeologic testing using funds previo=
usly
collected from the businesses. Town properties under consideration =
are
Haskell Field and Curtis Middle School. The CRWA assessment may also iden=
tify
suitable private parcels, and owners will be asked to allow testing. Once=
a
suitable parcel is found, we will produce a Project Evaluation Report (PE=
R),
which is a DEP mandated report describing the extent of the planning
conducted in the community, alternatives considered and preliminary conce=
pts
for the size and scope of the facility. Funds to produce the PER have alr=
eady
been appropriated. A PER is a mandatory element of application to the sta=
te
for Revolving Loan Funds for construction of the system. Other state and
federal funding sources may also be available, including Public Works
Economic Development (PWED) grants. |
