Open Meeting Law and Standards of Conduct for Elected/Appointed Officials

The Open Meeting Law was revised as part of the 2009 Ethics Reform Bill, and now centralizes responsibility for statewide enforcement of the law in the Attorney General�s Office (AGO). G.L. c. 30A, �19 (a). The purpose of this Guide is to inform elected and appointed members of public bodies, as well as the interested public, of the basic requirements of the law.

Getting Started -- Ballot Question Committees

Committees that raise or spend money to support or oppose a question put to voters at a state election must organize with OCPF and file periodic campaign finance reports. If the question the committee was formed to support or oppose is put to voters in a municipal election, the committee must organize with their local election official: the city or town clerk or election commission. In either case, a ballot question committee is not intended to have an indefinite life; it must dissolve after the resolution of the question at the election.

Getting Started -- Political Action Committees

Political Action Committees (PACs) are committees that raise and spend money to support or oppose one or more candidates, based upon stated principles or interests. PACs intended to support or oppose candidates for state office, such as statewide, legislative or county office candidates, organize and file periodic reports with OCPF. PACs concerned only with candidates in a specific city or town file organize and file with their local election official.
A People's Committee is a committee that organizes and operates as a PAC for at least six months, gives to five or more candidates, and receives contributions only from individuals, and agrees to abide by a contribution limit of $156 (indexed biennially) per individual in a calendar year.
